The same building is sold under several names, and which one you search changes what you find. Daycare building and day care building are the common trade terms. Childcare building and childcare facility are what licensing agencies and architects tend to use. Preschool building usually implies a program for three- to five-year-olds rather than infants. Nursery building and early learning center are used interchangeably with both.
None of these describes a different product. What actually changes the building is the age of the children served, the licensed capacity, and whether it is built conventionally or as a modular or prefab building in a factory. Search all of the terms when you are comparing suppliers — most index their inventory under only one or two.
What Daycare Buildings Cost
Prices split into two very different numbers, and suppliers are not always clear about which one they are quoting. Supply-only is the building delivered to your site. All-in adds foundation, set and crane, utility connections, ramps and stairs, site work, permits and design fees — and it is usually the larger half of the project.

What Drives The Number Up
- Plumbing. Childcare buildings are fixture-heavy. Toilets sized for small children, sinks in every classroom, a diapering station with its own sink, a mop sink and often a commercial kitchen. This is the single biggest cost difference between a daycare module and an office module of the same size.

- Permanent versus relocatable. A permanent modular building on a foundation typically adds 15 to 25 percent over a relocatable unit, and is what most jurisdictions require for a licensed center rather than a temporary classroom.
- Site work. The widest variable of all. An in-fill lot with utilities at the property line versus raw land needing a sewer extension is not a 10 percent difference, it is a multiple.
- Playground. Poured-in-place rubber or engineered wood fiber surfacing runs roughly $15 to $35 per square foot installed, and licensing requires far more outdoor area than most first-time operators budget for. On a 40-child center this is frequently a $60,000 to $100,000 line that appears late.
Daycare Floor Plans By Capacity
Floor plans are where a daycare project succeeds or fails, because the plan is what licensing actually reviews. Below is a planning table that works backward from the number of children you intend to license, using the common 35 square foot indoor standard and the 30 to 35 percent support-space allowance explained in the next section.

What Goes Into The Plan Besides Classrooms
The support space in that third column is not padding. A workable daycare building plan has to fit:
- Restrooms sized to the fixture count, with child-height toilets and sinks, positioned so staff can supervise from the activity area.
- A diapering station with its own sink in any room serving children in diapers, separated from food preparation.
- Food preparation — anything from a warming kitchen to a full commercial kitchen depending on whether meals are cooked on site. This single decision can swing the building by several hundred square feet.
- A director’s office that can hold a confidential conversation with a parent, plus secure file storage.
- Storage for cots, activity equipment and seasonal supplies. Chronically undersized, and cot storage is one of the areas licensing subtracts from usable space when it spills into the classroom.
- An entry and reception point with controlled access and room for strollers and sign-in at drop-off, when twenty families arrive within the same fifteen minutes.
- Direct outdoor access from classrooms where possible. Routing young children through a corridor and a shared exit to reach the playground is legal in most places and miserable in practice.
What Your Licensing Plan Has To Show
Most states require a scaled floor plan as part of the license application, and the reviewer is checking specific things: room-by-room dimensions with the usable square footage calculated for each, which areas you have excluded from that calculation, exits and egress paths, the location and count of toilets and sinks, diapering and food preparation areas and their separation, napping arrangements, and the outdoor play area with its fencing and its access from the building.
Have the plan reviewed by your licensing agency before fabrication starts, not after. In modular construction the plan is frozen when the module is framed — a wall moved on paper costs nothing, and the same wall moved after the factory has built it is a change order.
Design the classroom count around group size caps, not just square footage. States limit how many children may be in one group, and the limits are tightest for infants. Two rooms of 20 and one room of 40 can have identical square footage and completely different licensed outcomes. Confirm your state’s maximum group size by age band before the plan is drawn, because it sets the number of rooms and therefore the number of walls, doors and sinks.
The Capacity On The Spec Sheet Is Not Your Licensed Capacity
This is the single most expensive misunderstanding in modular childcare, and it comes from one detail: state minimums apply to usable indoor activity space, not to the building’s total floor area.
Look again at the table above. A 750 square foot building is marketed for 20 children. That works out to 37.5 square feet per child, against a common state minimum of 35. It looks like it clears — until you account for the fact that the 35 has to be activity space, and a building also needs restrooms, a hallway, an entry, a diapering area, storage, a mechanical closet and walls.
Those support areas do not count. Neither, in most licensing reviews, do the things sitting in the activity room. The Caring for Our Children standard measures usable floor space excluding “circulation,” “classroom support,” “furniture (e.g., bookcases, sofas, lofts, block corners, tables and chairs)” and “center support (e.g., administrative office, washrooms).” Licensing reviewers commonly apply the same logic, measuring net usable area after built-in cabinets, storage cubbies, cot storage and door swing space are subtracted.
How To Convert Square Feet Into A Real Capacity
A workable planning method, before you have a floor plan to measure:
- Start with gross building area. The number on the quote.
- Multiply by 0.65 to 0.70. Support space — restrooms, circulation, kitchen, office, storage, mechanical, wall thickness — typically consumes 30 to 35 percent of a small childcare building. A compact, efficient plan lands nearer 0.70; a plan with a commercial kitchen or a long corridor lands nearer 0.60.
- Divide by your state’s per-child minimum. Most states use 35 square feet. Several do not.
Worked example. A 750 square foot module in a 35 square foot state: 750 × 0.68 = 510 square feet of activity space, ÷ 35 = about 14 children. Not the 20 on the spec sheet. At 1,500 square feet the same math gives roughly 29, not 40. Across the sizes above, expect to license for somewhere near 70 percent of the advertised capacity.
Two things move that number further. Ratios set by teacher-to-child staffing rules can cap you below what the square footage allows, particularly for infants. And if you plan against the recommended 42 square foot minimum or 50 square foot preferred figure rather than a 35 square foot state floor, capacity drops again — while quality-rating programs and, in some states, subsidy eligibility reward you for it.
None of this makes modular a bad choice. It makes the right size a different building than the one you were quoted. Size the building from the licensed capacity you need, working backward, rather than accepting a capacity claim derived from dividing gross area by a state minimum.
Square Footage Requirements By State
Most states require 35 square feet of indoor activity space and 75 square feet of outdoor play space per child, but the spread is wide enough to change what you buy. Indoor minimums run from 25 to 42 square feet, and outdoor from 40 to 80.

Verify your own state before you size anything. Requirements change, several states set different figures by age group, and a few apply a higher standard to infant rooms than the headline number suggests. The outdoor requirement is the one most often missed at the site-selection stage — at 75 square feet per child, a 40-child center needs 3,000 square feet of fenced play area, which frequently constrains the lot more than the building does.
Restrooms And Fixture Counts
Fixture requirements are set by state licensing rather than by the building code alone, and they vary more than most buyers expect. Two examples:
- Texas requires one flush toilet for every 17 children aged 18 months and older, with at least one toilet in any center serving 12 or fewer children (26 TAC § 746.4407).
- Virginia requires at least one toilet and one sink per 20 preschool children, and one standard-size toilet and sink per 30 school-age children (8VAC20-780-320).
Plan on roughly one toilet per 15 to 20 preschool-age children as a working assumption, then confirm against your state before the plumbing is engineered. This matters more in modular than in site-built work: plumbing is roughed into the factory floor, and adding a fixture after the module is framed is a change order, not an adjustment. Child-height fixtures, a diapering station with a dedicated sink, and a classroom sink in each room should all be on the quote from the start.
Occupancy Classification: Group E Or Group I-4
This is the spec detail most likely to surprise a first-time buyer, and it is worth settling before you sign anything.
Childcare classrooms serving children aged roughly two and a half and older are typically classified Group E, the same educational occupancy as a school. Facilities serving younger children who need more supervision and assistance are typically classified Group I-4, an institutional occupancy with materially stricter requirements — commonly fire sprinklers, additional or wider exits, and different construction-type limits.
The practical effect: two buildings of identical size can differ substantially in price purely because one serves infants. If your program includes an infant room, confirm the classification with your authority having jurisdiction and make sure the supplier’s quote reflects it. A quote built on Group E assumptions for a building that will be classified I-4 is not a quote you can hold them to.
Note also that classification and licensing are separate hurdles. Square footage gets you a licensed capacity; the building code sets occupant load and exiting independently, and staffing ratios can cap you below both.
Church-Hosted Daycares And Preschools
A large share of daycare and preschool capacity in the United States sits inside church buildings, and it is one of the most common reasons a congregation adds a building at all. It is also the configuration where occupancy classification gets genuinely complicated.
The problem is that worship space and childcare space are classified differently, and the code counts them differently. Assembly seating in a sanctuary is calculated at 7 net square feet per person under the concentrated-seating figure, while educational space is calculated at 20. The same floor area therefore produces a far higher occupant load when it is used for worship than when it is used as a classroom — which is why a fellowship hall that comfortably holds a preschool class can trip assembly thresholds the moment it is used for a service.
Two consequences follow, and both land on the budget rather than the schedule:
- Sprinklers arrive earlier than expected. The threshold that matters is occupant load, not floor area. A modest sanctuary can cross it while a much larger classroom wing does not.
- Mixed use has to be declared up front. A building used for worship on Sunday and childcare on Tuesday is not simply one or the other. Which classification governs — and whether the building is treated as mixed occupancy with separation requirements — is a question for the code official before the order goes in, not after delivery.
Ask the supplier which occupancy the quoted building is designed to. Two quotes for the same square footage can differ substantially because one assumes educational use and the other assumes assembly. The building looks identical on the floor plan; the fire protection, egress and separation requirements behind it are not.

Buy, Lease Or Rent?
All three are available, and the right answer depends on how permanent the program is.
Buy
Right for an established operator with a site and a waitlist. Highest up-front cost, lowest cost over a decade, and the building is an asset on the balance sheet. Most licensed centers end up here.
Lease

Rent
Month-to-month or short term. Suits swing space during a renovation, or a church or school adding a temporary program. Rarely economical past about two years.
If the building will serve a program that is expanding, ask specifically about adding modules later. A building designed from the start to accept a third and fourth module is a very different proposition from one that has to be replaced when enrollment grows. As a planning figure, every 10 additional licensed places needs roughly 350 to 450 square feet of gross building area — and on the capacity math above, closer to 500 if you want those places to actually license.
Daycare Buildings For Rent
Renting a daycare building makes sense in three situations: a program running swing space while its permanent facility is built or renovated, a church or school piloting a childcare program before committing capital, and an operator who has won a contract or a grant with a start date that conventional construction cannot meet.
What to understand before you compare monthly rates:
- The monthly rate is not the cost of occupancy. Delivery, set, foundation or piers, steps and ramps, skirting, utility connections and eventual teardown are separate, and on a short term they can exceed a year of rent. Ask for the full first-year number, not the monthly figure.
- Licensing does not get easier because you rented. Square footage, fixture counts, egress and playground area apply identically. A rented building that was configured as a classroom rather than a childcare space may not license without plumbing changes the lessor will not make.
- Terms are usually 12 to 36 months, with the monthly rate dropping sharply as the term lengthens. Month-to-month exists but is rarely economical past a year.
- Check the return condition clause. Restoration and refurbishment charges at the end of term are where rental economics most often turn out worse than the quote implied.

New Or Used
Used modular daycare buildings do come up, usually from a closed center or a school district disposing of surplus. The savings can be real, but childcare has a specific problem with used buildings: fixture heights, sink placement, diapering stations and restroom counts are all licensing-driven, and a used classroom or office module almost never has them. Retrofitting plumbing into a finished module is expensive enough that a used building priced at half of new can end up costing more than new once it is compliant. Used works best when the previous use was also childcare.
Financing A Daycare Building
Beyond conventional commercial lending and SBA 504, rural operators are often eligible for the USDA Community Facilities program, which treats childcare as essential community infrastructure and offers long-amortization loans plus grants in lower-income rural areas. It is consistently underused for childcare, in part because operators assume it is only for municipal projects. If your site is in a rural area, it is worth a conversation with the state Rural Development office before you take a conventional loan.
Several states also run childcare facility grant or forgivable-loan programs funded through their child care development block grant, and quality-rating systems sometimes attach facility funding to participation. These change frequently, so ask your state’s childcare licensing agency what is currently open rather than relying on a list.

- Is the capacity figure based on gross area or on net usable activity space? Ask them to show the calculation. This is the question that separates a real quote from a brochure.
- Is this quote supply-only or all-in? If supply-only, get a written scope of what is excluded.

- Which fixtures are included, at what heights, and in which rooms?

- What is the lead time from signed drawings, and what is the penalty if it slips? Enrollment commitments are hard to move.
